First Appearance: Naruto #83

Kicking off this list is one of the strongest female characters in the show and a former Hokage. Tsunade replaced Hiruzen Sarutobi as Hokage after his tragic death, becoming the new head of the village who would lead with strength and compassion. Well-versed in medical ninjutsu, Tsunade was an important character who kept her people safe but was also physically powerful enough to win any fight.

Choosing between Tsunade and Sakura was challenging, considering the latter got a massive power boost in the final arc. However, Sakura proved to be more powerful inBoruto, with Tsunade having more known feats inNaruto. Her medical prowess is impressive and valuable, but this list ranks strength, which she also has in the form of raw physical power. Tsunade is one of thebest teachers inNaruto, but also a force to be reckoned with.

9A- Fourth Raikage

First Appearance: Naruto Shippuden #152

While the Hokage are some of thestrongest ninjas inNaruto, the rest of the world also has influential leaders, especially the Raikage. A is the Fourth Raikage and brother of Killer B, who will be on this list later. After his brother’s capture, A arranged the Five Kage Summit to discuss how to deal with the Akatsuki. Who showcased his talent by fighting Sasuke Uchiha, one of the most memorable characters in the series.

The Kumogakure is home to some of the most powerful ninjas in the world, with a couple more on this list. While he is weaker than his brother because he doesn’t have a Tailed Beast, A is still one of the fastest characters in the franchise. Hisoverwhelming speed and destructive power proved useful in his fight against Sasuke, who he nearly beat, proving he is extremely powerful even without a Kekkei Genkai.

Jiraiya is one of themost beloved characters inNaruto, winning over everyone’s hearts with his endearing personality and wisdom. As a member of the Legendary Sanin, he would teach Naruto to control the Nine-Tails and become more powerful in general. After the time skip, Jiraiya would face his former student, Pain, and tragically meet his end, but not before exposing the villain’s secret identity.

It’s tough to put Jiraiya this close to the bottom, considering he is a fan-favorite character, but that should not get in the way of objectively looking at his power. Nonetheless, he is still ridiculously powerful, able toalmost master Sage Mode, which he used in his fight with Pain. Taking down multiple bodies, Jiraiya nearly defeated Pain, one of the strongest villains in the franchise.

Technically, Jinchuriki’s don’t have a Kekkei Genkai, so Killer B qualifies for this list. As the host of the eight tails, the Akatsuki hunted him down, only to get embarrassed by his sweet rhymes and unpredictable fighting style. Despite getting a sample, Killer B managed to escape with his life and fight in the Fourth Great Ninja War, one of thebest arcs inNaruto.

Killer B is the second ninja from the Kumogakure on this list. While most of his power stems from the Eight-Tails, Killer B is a proficient sword fighter, using his combat skills to dispatch Sasuke, Jugo, Suigetsu, and Karin. However, he is ridiculously powerful with the Eight-Tails, as he cantransform into a beast and wreak havoc on anyone and anything, making him one of the strongest Jinchuriki.

Hanzo is probably the least recognizable but most fascinating character on this list. He was the leader of the Amagakure during his time, vowing to have a better life and save his village. However, he would later lose his conviction and focus only on gaining power, which made his powers dull. While Pain killed him, he died far from his prime and was much stronger earlier in his life.

Hanzo produced some of themost epic battles in anime, fighting characters such as Mifune, Chiyo, the Sanin, Nagato, and Pain. He wasable to defeat Mifune and the legendary Saninand even gave them their name. While he would lose to Pain, in his prime, Hanzo was one of the most feared ninjas in Naruto, with expert combat skills and deadly poison.

5Tobirama Senju

First Appearance: Naruto #69

Tobirama Senju is the second Hokage to feature on this list, but certainly isn’t the last. His brother was the first Hokage, and Tobirama took the mantle after Hashirama’s death. Fans don’t know much about Tobirama except that he was a powerful ninja with a deep hatred for the Uchiha clan. Orochimaru revived him along with the other Hokage during the Fourth Great Ninja War.

It is hard to properly gauge Tobirama’s strength since fans don’t see much of it. What they do see is an impressive use of various techniques, proving he is proficient in mastering many jutsu. His best feat is creating some of themost useful Jutsu inNaruto, showing his mastery of ninjutsu and control over Chakra. Hisattack power and destructiveness were also on another levelin the final war.

4Hiruzen Sarutobi

First Appearance: Naruto #1

Sarutobi Hiruzen was the first Hokage the show introduced to fans, serving as the leader in the original series until he gave his life to defeat Orochimaru. Fans are mixed on this character, with some loving him for his wisdom and others hating him for how he treated Naruto. Either way, viewers cannot deny Hiruzen’s strength, which made him a prominent figure in the ninja world and a respected leader.

Ranking Hiruzen was the toughest challenge on this list because fans haven’t seen his strength. Despite not knowing his power,the creator stated that in his prime,Hiruzen wasthe strongest Hokageand one of the most powerful characters inNaruto’s history. 3Minato Namikaze

It was obvious Minato would land on this list, as he is one of the most beloved characters in the series and a prominent figure in theNarutouniverse. Father of the protagonist and the fourth Hokage, Minato led the village for a short time but established himself as a hero who sealed the Nine-Tails. Orochimaru would later revive him in the final war, where he could finally speak with his son.

Narutois an iconic anime, with Minato responsible for many great moments. Minato is the final Hokage on this list, making him the strongest one without a Kekkei Genkai. Even though he died before his prime, he showcased so many impressive feats that he still established himself as one of the strongest characters. Minato proved unrivaled by hisoutstanding speed, mastery of many jutsu, intelligence, and combat experience.

2A- Third Raikage

First Appearance: Naruto Shippuden #244

A is the final ninja from the Kumogakure and undoubtedly the strongest. While he shares a name with the Fourth Raikage, the Third Raikage is leagues beyond his successor. Since he died before the series, fans only saw him during flashbacks and in the Fourth Great Ninja War, which is one of thebest arcs in all anime.

A is one of the most imposing characters in the series, renowned for hisoverwhelming strength, ridiculous speed, and otherworldly durability. The only thing that could damage his impenetrable skin was his technique, which itself is a powerful attack.He fought against the Eight-Tails on even groundand went against ten thousand ninjas. He also fought Naruto equally, only losing because of his own power.

1Might Guy

First Appearance: Naruto #21

While the Third Raikage is both an immovable object and an unstoppable force, Might Guy barely beats him out for the top spot on this list. Guy is the adoptive father of Rock Lee and the sensei of Team 3. Having an eternal rivalry with Kakashi, Might Guy has honed his skills to be one of the strongest characters in the series, relying solely on taijutsu, which proved more than enough for some fearsome opponents.

During his introduction, fans might not assume he is all that powerful. However, Guy proved everyone wrong with his strength and taijutsu mastery.
